Guidance for Clubs

This page sets out the key operational changes and specific actions required of clubs under the updated British Rowing Regulatory Framework

Centralised Reporting System

What’s changed: All safeguarding, disciplinary, complaint, and conduct concerns are routed through one national reporting system.

What you must do:

  • Submit all relevant concerns via the centralised reporting system
  • Do not determine or manage escalation pathways independently where uncertainty exists
  • Ensure relevant club officers are aware of the reporting route

Club-Level Matters Recording Requirement

What’s changed: Club-level issues must now be formally recorded and retained as auditable governance data.

What you must do:

  • Record all Club-Level Matters (e.g. selection, training, internal disputes, behaviour issues, admin matters)
  • Record how each matter was resolved and the outcome
  • Retain records in a structured and auditable format
  • Provide records to British Rowing as part of affiliation renewal, using this template

Affiliation Renewal: Coach Listing Requirement

What’s changed: Clubs must now formally declare all coaches as part of affiliation renewal.

What you must do:

  • Include a full and accurate list of all coaches within the club during affiliation renewal
  • Ensure coach records are up to date at point of submission
  • Maintain internal oversight of coaching personnel between renewals

Consistency of Process Across Clubs

What’s changed: All clubs now operate within a standardised national framework for issue handling.

What you must do:

  • Use the Club Dispute and Regional Dispute Resolution Procedure for all eligible Club-Level Matters and Regional Disputes
  • Ensure internal issues are assessed against the definitions in the procedure before actioning locally
  • Escalate any uncertainty about categorisation via the centralised reporting system
